What Glen has done at NACo:

 

Glen Whitley's commitment to the National Association of Counties began 11 years ago,
shortly after he was elected to the Tarrant County Commissioners Court. Glen quickly
grasped the essence of NACo - serving the needs of rural and urban counties with diverse
geographies and populations – and has been an active member and leader ever since. Glen
Whitley is a reliable and trusted voice, someone who continues to take on extensive
responsibilities and obligations in NACo.
 
Here are some of the highlights of Glen's participation
in NACo.
 
·        A longtime Finance Committee member, Glen stepped up to chair the
NACo Finance Committee at the 2008 Legislative Conference when
President-elect Don Stapley was unable to attend.
 Glen is a Certified Public
Accountant who started his own CPA firm in 1983, a company with 160 employees.  
Over the years, Glen has proved a valuable resource, lending his expertise and
judgment to the Finance Committee.  Two years ago he helped to evaluate NACo's
move to its new offices.  Glen  has used his accounting background to review NACo’s  
investment advisors, its policy with regard to cash reserves helped to assess expenses
and costs associated with some NACo conferences.
 
·        Glen is a NACo board member and served as chair of the 2006-2007 NACo
Strategic Focus and Oversight Committee.
 In that capacity, he helped to set
long-term goals and priorities for NACo. At the request of former President Colleen
Landkamer, Glen worked with other NACo members to redefine NACo board and steering
committee job descriptions and responsibilities.
 
·          As a member of the Large Urban County Caucus Steering Committee, Glen is
working to define problems that large urban counties face and to develop workable
and practical solutions. Among the problems that top Glen's priority list are concerns
such as the health costs related to jailed inmates, homeland security, emergency
preparedness, mental health care, public health and children's health issues and
building sustainable communities.
 
·         A longtime student of transportation issues and a problem-solving leader, Glen
has worked for years as a member of the NACo Transportation Steering Committee
and has also chaired the committee.
  He coordinated NACo’s work on the last
reauthorization of the federal highway bill and helped to develop a coalition that included
such organizations such as the National League of Cities and the U.S. Conference of
Mayors. Rural road safety and port security were some of the issues worked on when he
chaired the steering committee.
 
·      Glen has served on the NACo Member Programs and Services Committee.  He has
worked to make sure that the programs that NACo offers are the most current available
and meet the needs of local elected officials.
 
·         Glen Whitley wants to raise awareness among the public and federal and state
legislators about what counties do.
 Everyone must understand the importance of county
government and the role that counties play in providing services, and that sometimes those
services are the result of unfunded mandates handed down from the federal and state
government. He has been part of the long struggle to fight for CDBG and PILT funding and
against unfunded mandates.
